It seems that a day doesn’t go by without some kind of legislation involving animal welfare making headlines in the daily print and online newspapers across the country. Bills introduced on the local, state, and even national levels have become important issues carefully considered among aldermen, judges, city council members, state government officials, and senators throughout the country, because animal welfare has emerged as a major priority to an increasingly growing population of people--people who vote for the candidates to fill those offices. At Tails, we know that keeping current and understanding the legal issues as they pertain to our beloved animal companions--and all animals in general is important to our readers. This is why we’re pleased to launch "It’s the Law," a bi-weekly column written by Laura Allen, executive director of AnimalLawCoalition.com, a 501c4 non-profit, which brings the latest animal legal news to attorneys, law students and the public and offers legal analysis of the issues affecting animals. Animal Law Coalition (ALC) takes the fight to stop animal cruelty to Congress, state legislatures, local governments, and courts. ALC educates the public on how they can participate and take control of government agencies to stop cruelty and promote animal welfare. ALC is actively involved in litigation for animals and legislation relating to animal cruelty, breed discrimination, cruel killing of shelter animals with carbon dioxide gas chambers or heartstick, tethering of dogs, pound seizure, devocalization, pet rentals, puppy mills, animal fighting, humane treatment of farm animals, horse slaughter, and wild horses and burros issues.
Laura Allen received her law degree from Washington University and has been a trial attorney in the state and federal courts for more than 20 years. She has tried dozens of cases and has also argued appeals in state and federal courts in Missouri, Illinois, Washington, and Arizona. In addition to founding Animal Law Coalition, she is a member of the Board of Directors and general counsel for Equine Welfare Alliance, a member of the Board of Directors of Animal World USA, a regular guest on animal protection issues on Big Blend radio and WFL Endangered Stream Live radio and on the advisory boards of Saving America’s Horses – A Nation Betrayed; Miami Coalition Against BSL, Wild Capture Awareness, Companion Animal TV, and Animal Advocate Television. President Bush will spend most of this afternoon in Arizona discussing border issues and politicking, but war protesters also will put the spotlight on the Iraq war.

Bush is scheduled to arrive at Davis-Monthan Air Force Base in Tucson for a midafternoon briefing with U.S. Customs and Border Protection agents.

Attorney General Alberto Gonzales and Homeland Security Secretary Michael Chertoff reportedly will accompany Bush, who is expected to make remarks on border security and immigration reform before the briefing.

Later today, Bush will fly to Phoenix to speak at a $1,000-a-plate fund-raising dinner for Republican Sen. Jon Kyl at the Arizona Biltmore Resort & Spa. Kyl faces a challenge for his seat next year from Democrat Jim Pederson in what is expected to be an expensive campaign of nationwide political interest.

A coalition of Arizona groups opposed to the Iraq war plans to gather at 4 p.m. at 24th Street and Camelback Road, march to Kyl's nearby office, then parade to the Biltmore entry road.

The president is scheduled to stay overnight at the Biltmore, departing in time for a 9:15 a.m. meeting with Border Patrol officials in El Paso.

The specific route of his motorcade was not disclosed.
